I've never seen the intense candles available outside of a sale. Lately, I noticed that she doesn't remove the intense candles from the site after a sale. It'll just say, "Out of stock" until the next sale.

Not sure. I noticed some of her other intense candles from the last sale were restocked/brought back, if that helps.
