Can I use the same circle of God for multiple (or all) conjure candles? If not, what’s the limit?

I do. I have one seal that happens to go with all of my conjure candles. Ill keep reusing it over and over until I can't anymore, like if it gets damaged or something. Though I store it in my grimoire for safe keeping when it's not in use, so I don't think that will happen.
There is no limit but you just to check the booklet to make sure you are using the correct SOG.
