I had to scuff it out 3 times ! i moved the herbs, no matter what it picks back up just like this. What does this mean? what do I do?

I found that I had to wait for it to cool down a bit and then move the herbs/glitter away from the wick before relighting.
All I heard was the song from usher.. “gotta let it burn”
