Can I use a picture of a neighbor's door if I don't have a picture of the person? I also don't know their name. It sounds like they are slamming things on my ceiling and running across the ceiling it makes my apartment shake everyday. I'm ready for them to move somewhere else. I think it's a kid I'm tired of him I've seen him 1 time. I don't want to deal with him or his parents. If I say something to him he's gonna make even more noise to annoy me. My neighborhood is quiet but I live in a town where I drive by a huge Confederate flag down the street. I'm not talking to anyone unless they talk to me.

No. I have to start going outside more often so I can try to get a picture of them in person.
I don't have any info. I wish I could get a picture of him but I've only seen him leave his apt one time when I was outside.
