So is the Blood /L'amour Extreme Love like a 3rd & 4th POV mixed to a higher degree? Whats the difference?

No, 3rd POV is for attraction - spelled version is DA - and 4POV is for summoning - spelled version is Summon. This is to build or increase love which is the spelled version of a different seal of Venus which Ms Lala doesn’t offer as a conjure candle.
