No, it's not a substitute. But you can use it for SOME of the same intentions.
Speaking of the solomonic seals only (not necessarily the candles): 3rd of Mars' spirits are for war, wrath, discord and hostility. It can also be used to scare spirits. 4th of Saturn spirits are invoked for destruction and ruin, using dark arts and sorcery. They can also be invoked against demons.
So you can use them for a few similar intentions - Conflict and discord. But Saturn is clearly about ruin.
Read up on the seals/pentacles of Solomon and it'll help you to know better how to purpose the candles.
