Is it the same 3 day wait for conjure candles like there are for spelled candles?

Yes, same 3 day wait. So if you burned 5th Pentacle of Mercury on Wednesday, you wouldn’t burn 4th Pentacle of Jupiter on the next day (Thursday).
The wait period is to allow movement to happen. If you’re burning a conjure candle for a completely different issue then *perhaps* the wait period can be excused. If you are burning several different conjure candles for the same issue then it’s advised to wait for movement. Waiting for movement allows you to see things develop and adjust your petitions as movement occurs
