has anyone used the dream candle on a target yet ? I’m wondering when you write the petition do you write EXACTLY what you want them to dream about or do they just dream about you in general ?

Yes! You can send messages to your poi through their dreams. So in other words, yes your desire should be specific.
I would say it's always better to do a directed intention in general
