Is this a good sign that my candle is working. The flame is pretty high and all over the whole candle so I put it in a water bowl

That flame is the herbs burning. Too much herbs too close to the flame 🔥. It’s normal but there no significant meaning to it
The herbs are on fire, Try to snuff the candle then relight and chant again and maybe find a metal container to put your candle on, a plastic container is not safe, the flame is quite high and the plastic is going to catch fire, it’s dangerous.
You can't really read the flames of these candles because they're heavily dressed. The only thing that flame says is that the herbs are on fire and you should probably practice some fire safety. It has nothing to do with your intention.
Your herbs are burning, please put the herbs out.
