If I want to win a battle in my relationship with 4th pomars do I place the person in in competition with under the candle? Or even with the war soelked candle am I placing the person I’m at war with under the candle?

No. 4th of Mars is a victory candle. Who do you want to have to the victory? That person (the victor) is the target.
