If I want to relight my conjure candle the same exact day I snuffed it out do I have to conjure spirits and state my petition over again?

Definitely do. Always must conjure once candle has been snuffed and want to conjure again and recite your intent. I just did that recently as well. I snuffed Thursday morning and later in evening felt the need to re-light and conjure again. I definitely did recite again but please make sure you cleanse cleanse cleanse because I forgot to the second time I lit and re-conjured same candle and boy oh boy was spirit messing with me all night. I did not sleep well at all. It was intense that night!
